Why do we choose to use words or phrases from other languages in everyday conversation?

What is it about a foreign word or phrase that appeals to the person, using it over the English description?

French and German words have different historic time-lines within the English language and some words or phrases are integrated within today's language more so than others. Is the individual trying to express something additional than the English description, or less? The way in which the individual expresses these words, can also convey various meanings within the conversation. More often than not, we use these words to add a twist of surprise, playfulness and energy to the sentence we are speaking.
